The terrorism protection capability of data centers, financial institutions, and pharmaceutical facilities, and to another degree, museums and historical sites are currently, and justifiably, undergoing major upgrades. Previously considered "soft targets" by extremists, such facilities provide a wide range of critical functionality to our culture and would represent a major “moral victory to the followers of these extremists if they were successfully damaged or destroyed. Vulnerability assessments for facilities of this type invariably recommend perimeter security relying on the defense-in-depth philosophy in which concentric security barriers and buffer zones both aid detection of a breach and delay an attack. This allows time for a sufficiently equipped response force to react to the threat.

Security Delay Barrier Fencing System

Soon after the terrorist attacks of 2001, America saw the need for making substantial improvements to the security of the nation's vulnerable infrastructure. Immediate security upgrades were put into place at the nation's nuclear generating stations. These same plants were required to meet still stricter regulations enforced by the Nuclear Regulatory Commission'sDesign Basis Threat. That order called for mandatory compliance." A key nuclear operator in the United States then presented this challenge to Safeguards Technology: Design a barrier configuration tough enough to meet the NRC's standards and install the system within the deadline. The barrier fence system Safeguards designed is configured to detect intrusions using multiple security devices, including fence vibration sensors, fiber optic detection cable, and infrared/ microwave dual technology systems. Formidable barriers were created using both welded mesh anti-climb fencing and high-density Welded Razor Mesh® fencing. All of the sites operated by this corporation have since passed the NRC's force-on-force evaluations.

Security Delay Barrier Fencing System

A northeastern U.S. public service utility was facing closure of its nuclear generating stations if it did not meet the Nuclear Regulatory Commission’s new stricter security measures. Having seen the effectiveness of Safeguards Technology’s barrier system implemented at existing nuclear site projects, Safeguards Technology was awarded a sole source contract to design and install 9,000 linear feet of a high-tech perimeter security and delay system robust enough to meet the NRC’s specifications. 

Safeguards Technology designed a delay barrier system that combined the intrusion detection capabilities of fence vibration sensor systems and fiber optic detection technology, with rigid, robust anti-climbing welded mesh fencing and Welded Razor Mesh® fencing. Within four months, these nuclear generating stations were furnished with a delay barrier fencing system that passed force-on-force evaluations with more than favorable results. This led to a successful renewal of the sites’ operating permits.
